Description
***This is an online Virtual Instructor-Led Training (VILT) course.***

Restrictions:
This course is restricted to DoD Acquisition Workforce (DAW) government civilian and military students only.

Cost analysis isn't just about crunching numbers; it's about understanding the intricacies of contract cost principles and procedures to drive informed decision-making. In CON 7310V, we empower you with practical tools and strategies to excel in this critical aspect of procurement and contracting.

Through a blend of interactive lectures, hands-on exercises, and a simulated real-world environment, you'll explore the following objectives:
  1. Application of Contract Cost Principles: Dive deep into the realm of cost allowability, understanding the principles and procedures that govern cost analysis in contractual agreements. You'll learn to navigate regulatory frameworks and apply them effectively in your analysis.
  2. Evaluation of Indirect Rates and Factors: Indirect rates can significantly impact the overall cost structure of a proposal. You'll master the art of evaluating indirect rates and factors to support fair and reasonable price determinations, ensuring transparency and accountability.
  3. Proposal Analysis Techniques: Just like in price analysis, proposal analysis techniques play a pivotal role in cost analysis. Through hands-on exercises and scenario-based learning, you'll apply appropriate analysis techniques to make fair and reasonable determinations, aligning with government objectives.
  4. Utilization of Technical Evaluation Reports: A thorough understanding of technical evaluation reports is essential for performing comprehensive cost analysis. You'll learn to evaluate and utilize these reports effectively, extracting critical insights to inform your analysis.
  5. Excel Modeling for Proposal Evaluation: Excel is a powerful tool for modeling and analyzing cost proposals. You'll harness its capabilities to model contractor proposals, develop government objective positions, and support negotiation objectives with well-supported data.
  6. Calculation of Facilities Capital Cost of Money (FCCOM): Facilities Capital Cost of Money (FCCOM) is a key component in cost analysis. You'll learn how to calculate FCCOM and leverage it to support negotiation objectives, ensuring optimal outcomes for the government.
  7. Government Profit Position Calculation: Profit analysis is integral to cost analysis. You'll delve into the Weighted Guidelines (WGL) method to calculate government profit positions, striking the right balance between fairness and competitiveness.

Additional Information:
  • Virtual classes are conducted via MS Teams.
  • All times are in the local time zone of the DAU region assigned to teach the offering.
  • Students are required to test connectivity with DAU IT prior to the class start date.
  • DAU does not reimburse student phone/internet charges.
  • The CLPs assigned to this learning activity may be used to meet professional certification and/or licensure requirements (PDUs/CPE credits).
  • Cost Analysis is one of two 8-day hybrid, virtual instructor led training (VILT) courses that make up the Proposal Analysis Credential. The first four days of this course are self-paced; with a workbook guiding the student through videos, readings, and exercises. Day five is instructor-led; walking the student through individual and group activities to perform and apply their learning. Days six through eight will challenge students to demonstrate their ability to perform cost analysis during a graded capstone exercise. Video assets and a simulation are major components of this course. Organizations with strict firewalls should consider encouraging students to use personal devices or access the course off VPN. It is also strongly recommended that students have two monitors to facilitate movement between screens during this course. Students will need to toggle between a contractor's proposal, a government cost model, the FAR, and the Student Workbook.
