Level A – Foundational Contribute to requirements generation and capability development in various capacities to include: Stating users’ needs, analysis, subject matter or domain expertise, document staffing and coordination, administrative support.

Typical Level A positions/billets require no significant requirements experience or DAU prerequisites. Examples of Level A job-related tasks may include: participate in Integrated Product Teams (IPTs) developing CRs, defining requirements; assisting with drafting, coordinating, and staffing of JCIDS documents, associated materials and media; supporting Capability Based Analysis (CBA) or other analytical teams; support Analysis of Alternatives (AoA) teams; supporting program office reviews; fundamental working knowledge of service policies and procedures for requirements related issues.

Level B – Requirements Practitioner Writing requirements and requirements documents; fill specific capacities to include: lead study elements, adjudicate comments, facilitate document development and coordination across organizations, and consolidate a Service/Agency position on a program/requirements document.

Typical Level B billets/positions must have Level B training and experience with the terminology, policies and procedures associated with requirements, acquisition, and resourcing. Those filling Level B billets/positions may work directly with program office and resource office personnel. Examples of Level B job-related tasks may include: leading or playing a significant role in requirements related IPTs; participate as members of acquisition program IPTs; significant role in CBA or similar analytical efforts; contribute as SME in AoA or similar analytical efforts; coordinate requirements issues with program offices; coordinate requirements documents among service-level stakeholders; coordinate presentations to service, joint and/or OSD requirements review panels; assist in the development of DoDAF Architecture Products; and provide input regarding a Service/Agency position on a program/requirements document.

Level C – Requirements Manager Support the creation and staffing of requirements documents; train others on “Big A” acquisition topics; represent Services, Agencies, or CCMDs in requirements, acquisition, or resourcing forums; support presentations at Service-level or Functional Capability Boards (FCBs); lead or coordinate activities focused on requirements generation and capability development, including but not limited to: writing and editing capability requirements documents, participate in requirements related IPTs, significant role in requirements related studies and analysis.

Typical Level C billets/positions must have Level C training and experience with the terminology, policies and procedures associated with requirements, acquisition and resourcing. Examples of Level C job-related tasks may include: lead or coordinate development of CONOPS or similar documents; represent service/agency for CCMD in requirements, acquisition and resourcing forums; support presentations at service capability requirements councils/boards; lead, coordinate or support presentations at joint staff forums (including working group, FCB, JCB, and JROC forums); finalize JCIDS documents for service-level approval; adjudicate staffing comments on JCIDS documents; lead or coordinate development of DoDAF Architecture Products; assist service-level action officers with resource justification material; provide input to cost and affordability venues as related to requirements issues.

Level D – Requirements Executive General Officer/Flag Officer (GO/FO) and Senior Executive Service (SES) - Validate and approve JCIDS documents; provide senior leadership and oversight of JCIDS analysis and staffing; enforce capability requirements standards and accountability.
