Description |
Services Acquisition Workshop. A Services Acquisition Workshop (SAW) is a DAU facilitated workshop built around a specific acquisition and its multi-functional team (MFT). The workshop walks the MFT through the service acquisition process from beginning to end as detailed in the Acquisition of Services chapter of the Defense Acquisition Guidebook. For complex, large dollar value, or high interest acquisitions the SAW typically is a multi-phase consulting engagement conducted over the course of the sourcing activities. The duration of less complex SAWs generally takes four days to complete. In order to maximize efficiency and effectiveness, the initial SAW should be scheduled as early in the acquisition process as possible, before requirements and the acquisition strategy have been finalized. The SAW facilitation team mentors and guides the MFT in developing portions of key acquisition documents (e.g., team charter, project plan, stakeholder analysis, communications plan, market research report, acquisition plan, acquisition strategy, Performance Work Statement (PWS), and Quality Assurance Surveillance Plan (QASP)). The Acquisition Requirements Roadmap Tool (ARRT) Suite located on the (Service Acquisition Mall) (https://shortcut.dau.edu/sam) is available to assist the MFT.

The members of the acquisition team should participate, but the following personnel must be present and participate: program manager/functional service manager, contracting officer and contracting officer’s representative (COR). Staff functions, higher headquarters representatives are also welcome to participate. Without a commitment to have the key members of the acquisition team participate, the workshop will not be held.

None. Recommended training for the MFT and Functional Service Manager is provided in the DoD Handbook for the Training and Development of the Services Acquisition Workforce.

Mandatory for services acquisitions with a total acquisition value of $500 million or an annual value of $250 million or more; recommended for services acquisitions valued at $10 million or more. For multiple award, indefinite delivery, indefinite quantity (IDIQ) contracts, a SAW is not required for the base contract, but is required for any task order valued at $100 million or more.
When mandatory, a SAW is required before a services acquisition strategy approval.
Fee-For-Service arrangements may be required as authorized by the Economy Act and DAU directives.
