Description
This workshop demystifies Other Transaction Authority (OTA) by providing a foundation to understand when an Other Transaction (OT) award may be used, to whom it may be awarded, practical applications, key legal considerations, as well as lessons learned from various DoD command experiences. Real world situation impacts (e.g. pandemics, national disasters, etc.) and data rights best practices is explored
Objectives
  • Obtain working-level foundation when OTA may be used, and alternatively when it is not appropriate.
  • Explain and differentiate the unique aspects relating to the different types of Other Transactions (OTs): research, prototype, and production.
  • Identify key characteristics and benefits of appropriate OTA usage.
  • Recognize the risks associated with documentation, analysis, and application of OTA.
  • Target Attendees
    Contracting/Agreements officers; contract administrators; legal, and other officials, including industry representatives.
